I set up an American iTunes account to get this (I'm in Australia) and I can confirm that it will work in other countries. Its not IP locked (thankfully). Its just a tad slower to load.

even better is this:
http://3click.tv streams unlimited shows to your iPhone, no ads and ever series has complete seasons.. i.e. all 20 seasons of the simpson for example. There is a total of 13,000 episodes here and they add new ones as they come out daily.
The streams work well on iPhone, PC or Mac but I did notice that the 3G or wifi connection had to be quite good. Desktop connections were absolutely perfect and I have a relatively slow connection. I've used this app and the only thing i dont like about it is it doesn't support external video display ie. can't hook it up to my tv like i could with netflix.
