ota 7.0.6 re-install 7.0.6 via itunes?

I'm running iPhone 4s with 7.0.6 apparently updated ota. Can I re-install a downloaded copy of 7.0.6 and restore it via iTunes. jailbreak goes to the end and does not give cidia, just the evasion icon still.
