Icloud lock and NO SIGNAL

hello, i ghave find a iphone 4, it was lock on icloud, i already pass that problema with jailbreak to, but the iphone dosent get signal with any card, my question is, this probles is related with the icloud locked and i by pass it, or other thing? i already try some tuts to fix the no signal problem but nothing so far...
