My screen was replaced on my iPhone 5S because it was cracked though it was working fine before it was replaced, the new screen would act like it was going to boot up but then would turn blue. Apparently this happens a lot on the 5S is there any fix for this?

Have you upgraded to the latest version of iOS. As iOS 7.0.3 had fixed the blue screen issue:
