iOS apps “could not be purchased at this time”

I am not able to download apps from iTunes store, When i go into App Store on my iPhone 4s and try to download any app I get this error message; "unable to purchase 'app name'. your app could not be purchased at this time.Please try again later"

It is possible that there was some issue with the App Store.
