iphone 4 locked after updating to 7.1.2

Hi! After i had updated my iphone 4 ios 4.3.3 to ios 7.1.2 by iTunes i cant activate it because i havent original carrier sim. can i activate it without sim card? is there posibility to unlock it when is not active with any programs?

There is currently no software program available to unlock or activate your iPhone. You will need to use IMEI unlock services, which are available for a fee so that you can unlock your iPhone.
