i was able to take the previous owners icloud account and restarted the phone.i was able to bypass the activation screen but there is no service on the phone and i can not also activate it on ituns because is stiill linked to the previous owners account

i am new user of jailbroken iphone. i have some problem regarding installation of apps.whenever i installed app from appandora it got struck on 15% and further progression did not occur..plz guide me in this
