stuck on terms and conditions

Downloaded ios8 to the iPad mini. It went well until the terms and conditions came up for i cloud. Nothing happens when I tap on agree. Even when I turn it off and put it back on that page is still there. Any suggestions

May sure your internet connection is working fine.
