cant connect to VPN's Please help me!!

i'm currently studying in IIT Kharagpur basically we use proxy servers through LAN and Wifi so i'm unable to use any third party apps like facebook,hike,kik..... i tried surfeasy,droid vpn still it didn't work for me so please someone help me out with this.
