iPhone 5s 8.4 help

I've been trying to update my iPhone from 8.1 to 8.4 but it keeps giving me error 3194 or 17 again and again. I have to kick my iPhone out of recovery mode with help of Recboot every time. My iPhone 5s is jailbroken, and is not letting me update from the settings as well.

Any help what can be done to update it?

I did check this and followed the steps mentioned but it didn't help that's why I posted my query here.

My laptop's Windows updates are disabled, is that creating a problem in updating the software because the Apple's official update resolutions mention that the system should be updated. Is it important?

Must Upgrade to the new operation system through iTunes If:
1. WiFi is unstable
2. Upgrading from iOS 7 and former
3. Upgrading jailbroken device

You may need to check your hosts file, and it is different on Windows and Mac. You can refer to this post from Apple. https://support.apple.com/en-us/HT201442
