iPhone 4 no power but when plug it is stuck at apple logo

Hi guys can someone help me, I just got my first iPhone from my cousin because she just got an iPhone 6 then this happened, the screen went white colored but it's still working then after not using it for a moment I found out that my iPhone is off and try powering it on but nothing happens then I try charging it. The apple logo shows up for a while and it will disappear and it will show up again and disappear again.
