Will iOS 9 Come with iPhone 6s(7) or earlier?

Does anyone know exactly when iOS 9 will be released? And will it come earlier than iPhone 6s? I can't wait to try the new features of iOS 9 on my iPad and iPhone. I got some rumours about iOS 9 in this article(http://www.techradar.com/us/news/software/operating-systems/ios-9-what-we-want-to-see-1253732), and I don't know whether it is true.

iOS 9 will be released couple of days before iPhone 6s is launched.
