How to upgrade to 8.3 from 8.1.2

Tried downloading the IPSW for it and I keep getting error 3194. Did the tradition check the host file but there is no GS line in there. Firewall is off, tried different usb ports etc. Still 3194. What am I doing wrong? Or is it even possible to upgrade from 8.1.2 as of now?

You can only upgrade to iOS 8.4.1, which is the latest iOS software update. Apple has stopped signing iOS 8.4 or iOS 8.3, so you won't be able to downgrade, and instead get the 3194 error.
