Can I downgrade from ios9.0.2 to 7.1.2

I installed iOS 9.0.2 on my iPad 4 wifi model. Can I go back to 7.1.2? If so, how?

No, you can't as Apple has stopped signing iOS 7.1.2 firmware file quite a long time back. There is also no hack available to downgrade to iOS 7.1.2.
