    iPhone 4s should be compatible with iOS 8. Have you checked whether you have enough space for downloading iOS 8 because as I know it requires more than 5 GB free space. If you have no enough room to download iOS 8 OTA, then you can try update your iPhone with iTunes. You should bear in mind that many iPhone 4s users complain problems with iOS 8 on their phone.https://support.apple.com/en-us/HT204204
