Cellular Data 9.0.2. Please Help!!!

Hello!
I jailbroke 9.0.2 via pangu.
After a few weeks Cellular Data stopped working. It wouldn't let me switch to 3G or 4G. Does not display "E(edge)" in the status bar even after switching cellular data on and is not connecting.
How do I solve this problem? Please help.
If I restore I will be forced to 9.1 which I don't want. (Cydia Impactor isn't supported in iOS 9)
Please help me with a Solution.

Did you try resetting Network Settings to see if it helps. You will however have to reenter the Wi-Fi passwords and VPN profiles if you reset Network settings.

Yes I have reset my network settings, still no effect. The problem is as is and still persists.
I noticed something different, the option to enter APN that is cellular data network is missing.
