I have an old iPad 2 (2,1) with iOS 4.3.5 which won't upgrade.
It will go through the motions but then fail with an error 9 or an error 3014 if trying to update to 9.2.
Any other manually downloaded iOS's fail with a error "device isn't eligible".
Also tried older versions if iTunes with no joy.
Most of the time the iPad will go into the endless recovery loop, but I found a 3rd party tool to get it out of that and come back to a basic iPad with iOS4.
Can anyone help we get this iPad updated to something newer?

You could try restoring your device though don't forget to take a backup using iTunes so you can restore the data from the back after you've updated.

Tried that. No joy. It restores ok as 4.3.5 but still won't upgrade

What you mean restores to iOS 4.3.5. You should be only be able to restore to iOS 9.2 which is the latest version. Alternatively, you can put your device in recovery mode and then try restoring it.
You can check this post if you need help:

If I do a backup and restore, that works, but obviously brings it back to the current version installed (4.3.5). If i try to update or restore/update to 9.2 it fails as per the post. Same in recovery mode.
It almost feels like it's being blocked by Apple's verification servers or something. Does anyone know if it is still possible to update a device with such an old iOS? -
You can only restore to the latest version so I am not sure what you mean by restoring back to iOS 4.3.5. How exactly are you doing it?

I am having the same issue. My ipad 2 is currently on version 4.3.5, however when I try to update i get error 9, and when i try to restore and update, I get error 9, but the ipad locks into recovery mode. I need to find a way to update. Any ideas?

Method 1: Tap on the Close option and try to update again.
Method 2: Wait for few hours or even several days and then download the newest iOS version again.
Method 3: Try updating via iTunes on computer.
Method 4: For advanced users: try upgrading with IPSW File. -
