No, you can't. The activation lock is anti-theft protection of iOS. You will need the login details to activate the device.

i found an i phone but its not already activated i think it is blocked how can i removed the i cloud lock in this one ?

Yeap! Only the iDevice's original owner can activate it with his/her Apple ID and password!
The iCloud Activation Lock CANNOT be hacked!
You must find the original owner and ask to deactivate the iCloud Activation Lock! -
Use elcomsoft phone breaker to perform a backup of device. from there you can create an authorization token for icloud and find icloud password. then you can remove device from icloud via icloud.com
