now, since 9.2.1 isnt jailbroken yet, what is the best option for canadian to unlock used iphones, one that doestn cost 50.00 CA, thanks

don't know if this is the correct place to ask this but my problem is I have a iphone 9.2.1 (13D15). at&t says I have a balance but it is paid and they disabled the phone. I am pi$$ed off cause I cannot use the phone. am I dead in the water or can it be jailbroken?
