I want to upgrade to 9.0.2

I was lucky enough to find an iphone 4s with version 8.4. I want to upgrade to 9.0.2 but when I try to install 9.0.2 ipsw file through itunes I get error 3194. How can I do this.

I just noticed it is 8.3. I do not know it makes a diference
