My home screen freezes but doesn't crash help

OK here what's going on my screen freezes meaning I can not swipe or press on anything for some reason I can only tap on the bottom or top screen but still won't like me swipe I also can not press the home screen or turn my phone off it just...freezes up and when it freezes it sometimes plays like a ad in the background I have no idea what is causing it i just hard reboot it to temporarily fix it does anyone know how to fix it?
