Two Step Verification SMS code NOT received

Anyone know the workaround for this issue >
Two Step Verification feature is active ... do not have the Recovery Key ... have my Apple ID and password, AND the trusted device! Whenever I try to log into my account, I get to the verification-code screen and wait for the SMS ... with the verification code ... but I never get it. Service provider confirmed service working fine, other websites Two Step Verification codes received with no issues ... Google, Facebook, Box.com and so on ...
Let me know, this is a common issue based on what I saw on Apple Community Support webpage. Apple Support aliens have no idea why I am NOT getting the SMS verification code. Oh by the way, I'm located outside the US ... and yes I was receiving codes on iPhone and non iPhone devices ... long time ago.
1 million dollars who can fix this for me!
