Downgrade iOS in locked cases

Hello, I have a problem on my iPhone, it is locked and I could not recover the password iCloud, would like to know a way to reset it completely and then make a drowngrade iOS, can anyone help me?

The only way is to bring the phone into Apple Store (or to your service provider if you purchased it from them) with proof of purchase and have them reset it for you.
