IOS 9.0.2 and iOS 9.2.1 Help

I have an ipad mini with iOS 9.9.2 that is jailbroken and an ipad pro on 9.2.1 that is not jailbrken
I would like to update to the newest version i can and jailbreak both devices.
I would appreciate some advice how to proceed now that iOS 10.2 is out and cant be jailbroke
And apple is no longer signing 10.1
Please help
