Japanese Iphone 7 camera shutter sound (jailbreak?)

Hi,
i have a problem, i bought a iphone 7 in Japan. When i came back in Netherland i found out it is not possible to turn off the shutter sound of the camera. (After some research i found it is a japanese law that says; when you make a photo, you need to hear a sound. Mandatory.) I had contact with Apple and they say that the phone works as it should be and the sound is not because of the software but the firmware. Still i want to get rid of the annoying sound. Now my question; Can a jailbreak solve the problem?
