It is safe to update to iPhone OS 3.1.3 since you have a factory unlocked iPhone and you haven't jailbroken (assuming you don't plan to jailbreak in the future).

I do plan to Jailbreak it in the future, if the tethering problem gets solved in this new baseband version. waiting for geohot to come up with a fix for this.

no there is not a way as of yet that you can downgrade to the 3.1.2 or jailbreak the existing 3.1.3. you will have to wait for the Dev team to come up with an effective jailbreak and unlock method

Yesterday i tried to update to the new firmware suddenly error 14 pop up,try all the steps mention by apple to solve this issue a few times didn't work.Finally found a solutions while googling. To solve this issue, need to delete & redownload the firmware because the file was corrupted.

my jailbroken iphone 3gs froze as i was installibng a third party app it froze on the apple logo so i had to restore it and just my luck it was 3.1.3 that i had to restore to is there any one out there who can tell me how to jail break again.kevin

keV there is no way to jailbreak it bow, I'm in the same boat as you. The reason for this is that the 3.1.3 update had a new baseband which is "unhackable" so until the boys at devteam, or george hotz. Disprove thatwe are screwed! *insert unhappy face here*
