I think the only reason would be that the main feature of OS 4.0 (multitasking) is not supported for the 3G version. We all can expect the announcement of the launch of OS 4.0 at the same time as the next gen. iphone on June 7th.
A tech. company which can easily upgrade the 3G's hardware (more RAM, boosted cpu, high power batterypack) for a low price can make a fortune if Cydia will have a compatible OS 4.0 for the adjusted 3G.
