The "activate" option is only there for people who are not on an authorized network, regardless of sim card. I believe this option only exists for the 2G model though.
You need to use Ultrasn0w to unlock an iPhone 4. You will also need a custom IPSW file that does not update the baseband.
If you don't know what that means, either stay away from it, or Google and learn.
You wouldn't want to do the wrong thing, because once you update your baseband, it is difficult, if not impossible to downgrade.

Use pwnage tool and check "activate my phone" in expert mode. Your phone will be activated after the restore with the custom firmware. Make sure you enter dfu mode with pwnage tool to avoid iTunes giving you errors.
