I just tried it and even used a custom photo store on my own server as the icon image for the Speed Dial.
Note that the parameter "?picurl=http://path.to/photo" needs to come after the "/" in the URL "(phone number).tel.QLNK.net/" a bit strange, but it works.

I've also put together a somewhat simpler and sexier solution for this type of feature. This version allows you to call someone again simply too!

this doesn't work on iphone 3gs. i put all the information into the url input thingy, hit go, and i get a notification that says cannot load page.

Why not just put the numbers you want speed dialed in your "Favorites" under your phone icon?
