Rumor: Apple May Launch 7.85-Inch iPad Mini In Late 2012
iPad mini rumors are back. Back in October, Taiwan's United Daily News reported that AU Optronics and LG Display had sent samples of 7.85-inch display to Apple, who is gearing up to launch iPad mini early next year.
Taiwanese publication - DigiTimes also reports that they've received information from their sources that Apple is gearing up to launch a 7.85-inch iPad mini prior to the 4th quarter of 2o12.

This won't happen. Kindle Fire is already catching a lot of grief for its small screen.If Jobs was insistent on avoiding a smaller form factor, who at Apple would be stupid enough to do that?

The smaller screen is great, just picked up an HTC Flyer and sold my iPad1. One of the best things about it is it is a 16:9 screen ratio rather than the 4:3 of the iPad. Means widescreen movies have no borders and is almost the same size as it displays on an iPad. Books, it's perfect, the 7" 16:9 format is perfect for displaying 1 page. Also it is much less cumbersome to carry in the car. I actually think the 7"-8" size is perfect for a tablet, but again in the 16:9 format. I don't think a smaller iPad will work if it's just a shrunk down version like the rumor suggests.

There is already ipad mini it's called ipod touch.

A 16:9 screen is only really any good for movies, I much prefer the iPads form factor and screen size. I work with all these devices on a daily basis and for me nothing comes close to the iPad yet. The smaller form factor are really bad for web browsing, e-books and email IMHO. I think Apple would be making a big mistake releasing a 7" version.
