@nintendo_dsi_ just tap on album artwork in the Now playing section, a panel will slide down with the scrubber bar and toggles for Shuffle and Repeat.

You can only make these playlist folders in itunes. Plug in your idevice. Go to your music on your device. Then go to file => create new playlist folder.
My Itunes is in Dutch so I don't know if the terms I used are correct. -
