"open in" option no longer works

From various apps, pdf reader, Readdle docs, office, i can no longer use the "open in" option. Iphone 3gs on 4.3.3 jailbroken. Used to work but cant remember when it stopped. First noticed in safari download manager when i went to open downloaded file. Any help as to the possible cause and remedy would be greatly appreciated.
