Jailbroken and unlocked 3Gs Running OS 4.1 Can I upgrade?

I have a 3Gs running 4.1 and Safari no longer loads properly,nor gmail, nor the app for Gmail. I think I ought to upgrade. Can I do so?

My iPhone is both ulocked (US bought) and jailbroken. The firmware is 06.15

If so, what are the steps for so doing?
