Iphone Restore Problem

My son bought an Iphone 3GS from someone which still had loads of their personal stuff on it. They had told him the phone had been unlocked. He restored it back to factory via Itunes now he can't do anything with it. What do we do now? Someone please help!!

I have found out that restoring it via Itunes this way takes the unlock facility off phone so puts it back to its original network. Unfortunately we don't know what this was. Help!!!!!
