How to install iPhone .ipa or .deb from web link like Cydia do

Hello All,I am a newbie to iPhone Development, I wonder how cydia works where the number of apps are there on store and one can install free/ paid apps without having any Apple Certificate. So how they are able to install the app without knowing the UDID's of device and without having any Apple certificate?
