Software Unlock (Help me big time)

Hi guys I royally stuffed my iphone 3Gs yesterday when i downloaded a tweak from the cydia store now my phone is running on the endless loop it gets to the lockscreen and shuts down after exactly 10 seconds. My biggest problem is that I would like to update the firmware to 6.1.3 then liberate it with a jailbreak. But y biggest obstacle was that I got the phone on holiday in the UK and I will loose my network settings in Botswana is there a free software I can use to unlock y sim to this territory I have no cash or credit card to use to buy an unlock if you know a way around this it would be great.
