I have a jailbroken iphone 4s with ios6.1.2 and my speaker automatically turns on when calling a phone number or answering phone calls. I already tried the one in the settings and still not working.

Try installing CallLockScreen, it's a tweak as the name suggests that lock your device during a phone call.
