Lost internet connection. Phones keeps crashing

Hi, I have a iphone 4 sprint phone. I got it flashed to be a ntelos. Everytime my phone dies or I download something from cydia my safari and cydia stops working also my internet. It driving me crazy. I tried doing the jailbreak from here but my internet still didn't work

It looks like you have a tethered jailbreak. So everytime you reboot your device you need to tether jailbreak you device.

Do I need wifi to do this ?

Also can you please tell me what I need to download so that I can do it right. My phone says 6.1.3 10b329, do I need to download that or 6.0 10A403?
