when i finished installing a tweak my iphone went to an endless loading screen i reboot it, but it still the same
i tried to push the volume up button while booting it worked but cydia and cracked apps do not open. what can i do it is like my device is not jailbroken

You first need to uninstall the tweak that caused the reboot loop issue. Then reboot your iPhone and things should start working again.
And stop stealing and buy the apps.
