Help! Give me your opinion iCloud bypass

Okay so I have an iPhone 4S with iOS 7.0 installed. I factory reset the iPhone but it's now asking me for the iCloud user name and password is there any way for me to downgrade to iOS 5 or any other software while The phone is on this screen for me to bypass this lock on the phone?
