Avoid data plan on iPhone 4?

Hi,
Is it possible to use an iPhone 4 as a cell phone (call and text only) and an iPod touch without paying the $30/month data plan? I know I would have to jailbreak it, but my old phone broke and I need something I can text and call with and don't need the other stuff.

i dont know if u can acually avoid a data plan but if you are in canada go with petro canada plan. they are very cheap

In USA, was hoping to have a device that acts totally like an iPod touch, but is ably to make calls and texts like a standard phone, in other words, trick Verizon into thinking it is not a smart phone?
