how can i get to th egeneral settings ?

i bougth an iphone 4 but i didnt know it had the icloud lock from find my iphone. i tried calling the owner doing the right thing but nothing. they never picked up or answered my messages. so i was able to bypass the lockscreen but i cant access the apps. does anyone know how i can get to settings & change the icloud account ?
