How to restore iphone 4 with no sim card that was jailbreaked then upgraded to IOS 7

My daughter got an iphone 4 with no sim card to use as an ipod touch. I successfully activated it with redsn0w to IPSW 6.0 (iPhone3,1_6.0_10A403_Restore) then without my knowledge my daughter performed an OTA upgrade to ios 7. Now we're stuck back at the activation screen.

I tried the same process with 6.0 to no luck. Any suggestions?
