Cydia Substrate Problem

Hi,
I have jailbreak my 5S (on 7.0.3) before Cydia substrate (0.9.5) was released and now when I try to update/install mobile substrate it doesnt allow showing errors as:
"Host Unreachable"
"Cached Failure"
Even when I start Cydia & hit "Reload" it downloads some packages etc fine & later shows below errors:
Failed to fetch
http://apt.saurik.com/dists/ios/847.21/Release.gng
Host Unreachable
Failed to fetch
http://apt.saurik.com/dists/ios/847.21/Main/i18n/Translation-en_IN.bz2 Cached Failure
Failed to fetch
http://apt.saurik.com/dists/ios/847.21/Main/binary-iphoneos-arm/Packages.gz Cached Failure
I even tried to search for "Cydia Substrate" under search tab, but no results came for me to install it :-S
What is going wrong here? Should I again jailbreak my device as it is? Or should I update to 7.0.4 and then JB?
