hi. cydia won't load or show any packages and it wont let me download new ones. help?

Try to kill Cydia from the app switcher, and launch it again to see if it helps.
Alternatively, if you added some repo then try removing it, it is probably clashing with something else. -
it wont work plus i cant add anything or do anything with it

No idea, it looks like you installed something that messed it up. These issues are usually because ppl install appsynnc, which is not compatible with iOS 7.
You should take a backup of your device, restore it, and re-jailbreak it again. -
