Activate and unlock iphone 3gs

I recently purchased several iPhone 3GSs that are locked to the ATT network. They were all restored before they were sent and therefore are not activated. I do not have an ATT sim card.
Can someone please give me step by step instructions to get the phones from their current state to where I can use them with any sim card?
I have tried jailbreaking them using redsn0w but got stuck at the "waiting for reboot" step. The phones have bb 6.1.3.

Unfortunately, there is no software method to unlock newer basebands including the one that came with iOS 6.1.3.
You need to look at IMEI based unlocking solution. Check out http://chronicunlock.com/, they're quite reliable. -
Is it possible to downgrade the baseband to an older, unlockable version?

I just had the same issue. I went to a ATT store and they had an extra sim card laying around on his desk. It wasnt an active card but it worked. And Im not even an Att customer Im with Verizon. My 3GS is only for movies etc. I dont use it as a phone.
