iCloud lock iPhone 4

Hi there
I bought an iphone ( it scammed me ) second and it is locked on an icloud account.
When i bought it i checked the icloud and it seems to be clean there no account added but i arrive home i restore it and surprize i got to put password for a icloud account to activate my iphone.
So i saw the hacktivate ios 7.0 i did it but is no service problem.
My question is if i downgrade to ios 6.1.3 or 6.1.4 i will stil have the same password problem ?
Can i downgrade to ios 6.1.3/6.1.4 if i dont have shsh bloobs from this iphone with ios 6.1.3?
What can i do in this case?

You can only downgrade from iOS 7 back to iOS 6.1.3 if you've SHSH blobs. If the previous user had jailbroken the device there is a chance that you can retrieve the blobs. Check this post to see if it works:

well you didnt answered to one of my biggest question. after downgrade i will still need that password and account ?
