Help me please. Restored iPhone... Lost unlock.

My iPhone 3GS was restored and I lost the software unlock and jailbreak that I had. It was previously using an older iOS (4.0 I think), but now its updated to 6.1.3, and has the newest firmware... Phone won't work anymore because its locked to a Canadian carrier (Rogers). I can't even get past the activation stage, because I don't have a Rogers SIM.
Not interested in spending $100+ on an unlock service, and Rogers won't do it because I'm not the original owner of the phone. Plus, the phone was only $70 to start with.
So, what options do I have?
Is there ANY way to get this iPhone unlocked again? Apart from spending money? Maybe a downgrade, or hack somehow?

Unfortunately, there is currently no way to downgrade the baseband (05.16.08) that ships with iOS 6.1.3.
You will have to opt for the IMEI based unlocking solution, which is quite expensive.
