Can't restore to ios7. No SHSH.

Hi. I'm using jailbroken ipad mini currently running ios 6.1.2.
The problem is, I can't restore my ipad to ios7. When I check TSS center at cydia, it say 'NO SHSH seems to be stored for this device.'
Can I restore anyway? How?
