Deactivated iP4 push notification issue

I dont know if I'm in the right forum but I need help, I have a 7.0.4 iP4 that is not activated because I deleted the 'setup.app' (it was the only way I found to use it without SIM card) and I'm not jailbroken, my push notifications doesnt work. I'm looking if theres a way to jailbreak an unactivated iP4 with no SIM or a fix for the notifications issue.
